CISLH was organized as a private, non-profit corporation in 1999. It is dedicated to identify educationally at risk youth and providing them with school-based, supportive services necessary to successfully learn, stay in school and prepare for life.

CISLH services presently include "on-site" academic and behavioral assistance through mentoring, tutoring and homework assistance clubs, self-esteem and behavioral modification workshops, intergenerational and summer programs, and after-school educational programs.

Teachers, principals, parents, friends, or self-referrals refer youth to CIS. CIS students include those with low academic attainment, school attendance problems, attitude and behavioral problems, and unresolved social/emotional problems. CIS includes a "whole family' approach. With that in mind the organization also provides services for children with special needs, such as ADHD, fetal alcohol syndrome, Downs's Syndrome, and a variety of other congenital problems. 

CISLH is chartered through their national CIS organization that gives them access to a national network of available services and pass-through funding streams, etc.

Locally, CISLH is providing services in Northern Cambria County in the following school districts: Penn Cambria, Northern Cambria, Central Cambria, Cambria Heights, Blacklick Valley, Conemaugh Valley, and Portage Area.
